The catastrophic water situation in Cyprus is due to incompetent
handling of the problem by both the successive governments and the civil
service. It is known that the 1998 edition of this document was
distributed widely, ten years ago. If only some of our recommendations
had been acted upon then, we would not be in the situation we are in
today.
Because of this, it has been decided to update the document. Where
appropriate, changes have been made but, more importantly, a few additional
pages have been incorporated.
